| I got it from MILPER MESSAGE NUMBER : 01-148TAPC-PDT-P TRANSFER OF HEALTH RECORDS OF TRANSITIONING SOLDIERS TO VETERANS ADMINISTRATION...Issued: [04/23/2001] However, be advised that this message expired NLT Apr 2003. I have not seen a reissued message but I think it is still being followed.
But the Under Secretary of Defense for Personnel and Readiness formed a Task Force last year that looked at the process of all the transferring of documents to the VA and made recommendation. So I don't know if any new guidance will come out of it.
