The retirement pay calculation is unaffected by CSB.

Yes, you will be able to apply for VA benefits, but remember, you and your eligible dependents will get military retiree benefits (TriCare coverage, PX/Commissary access, use of MWR facilities, etc.). As far as what VA benefits your family members would be eligible for will really depend on the specific circumstances. Generally, there is not much, but in some cases there are compensation, education, or other benefits.
