They are offering treatment. The question of whether you go to an MEB has to do with if you meet retention standards. If you do not, then you will be referred to MEB. But if you decline treatment, your chances of going to MEB sooner go up. If you opt for the surgery, you will likely be given a time to recover and then be assessed for medical retention standards. If you are referred to MEB, most likely outcome is that you will be referred to PEB. There, the determination is made based on whether you are fit or unfit for duty.
