Why are you not drilling? If you are not due to your injuries, you should be eligible for INCAP pay. This will also likely clear up this issue of separation for not drilling (which I am guessing is being termed as "non-participation" on your part).

As far as when they have to initiate MEB, this is a gray area. They should initiate once you have been identified as failing retention standards. But unless you are separated, you can't really complain of being "injured" legally by their inaction (as you should be getting paid, either for drilling, or under INCAP pay).

Also, note, you may be eligible for retroactive INCAP pay. I would consider contacting one of the NG/Reserve Regional Medical Advisors.
