I really think that there are some systemic flaws in the Air Force processing of cases. They do not have a good way to update Servicemembers on cases and there is one Dept. of the Air Force civilian to track and move cases from IPEB to PEB. I think the lack of ability to update cases is a consequence of there being more cases than can be updated by one person.
I also think the AF has a big flaw in the processing that does not readily allow for additional evidence to be submitted after the case has gone to the IPEB and before the FPEB. I was at the Formal PEB last week and I talked with some of the staff about these issues. The view seemed to be that since you can submit additional evidence at the FPEB, there is not really a problem with not having a good mechanism to submit evidence earlier in the process. You will have a chance to present your case at the FPEB. I think this is a result of having two separate boards (IPEB and FPEB) adjudicate the cases. My experience has been that the AF MEBs do not do a good job of ensuring all records go forward to the IPEB, meaning that the IPEB is at a disadvantage in making a decision based on the relevant facts. So, while true that you can ultimately present your case, they would be able to resolve more cases earlier if there were better mechanisms for ensuring accurate information goes forward. For this reason, I think in AF cases, it is especially important to review the
MEB report early and disagree with any ommissions or errors. In effect, you end up having less time to prepare a good case than in the Army, in my opinion.
It would be great if they instituted a system like the Army has where you can check on your case status online. But as of now, there is no such system.
