They should do a MEB on him if he his condition is incurred on orders for 30 days or more (it is the length of the orders, not the 30 day mark that is important, i.e, the 1st day of orders that last 2 years counts...the 29th day of 29 day orders does not, but there are other possible eligibility reasons that might cover someone in this situation).
I have had clients in basic training before. The main issue is likely to be whether they say his condition Existed Prior to Service and was not service aggravated.
As far as recourse, after he is separated, he could apply for Board for Correction of Military Records.
I think you are asking if he can reclass his MOS from basic training without having completed his initial MOS training. I think the easiest way for him to explore this is to talk to the retention NCO in his unit.
