WHAT IF YOUR RATING IS MINIMUM 30%!

I received a 30% for R knee replacement. It has been done 2x in 3 years due to failure. I am still under DR care, and on pain meds daily. I walk with a cane and have MTF restrictions of no prolonged walking, standing, driving, sitting, no run, no jump, no swim. I would like an opinion on demanding formal as rating for knee replacement 5055 with residual is 60% VASRD, and Navy instruction 1850.4e CH. 9 page 7-8 (e) state if member is found unfit rate as residual. Does that actually mean the residual VASRD?? I have not found an answer yet and am trying to put this 25 month misery to bed. I have 22 years in so I am not really concerned about the pay, it is the principle of the instruction!
