Does anybody know if the PDBR or ABCMR can place a soldier back on TDRL after their original 5-year obligation on TDRL has elapsed? For example, a soldier does 2-yrs on TDRL and is separated instead of retired and then 6-yrs later applies to PDBR or ABCMR?

Any input would be appreciated.

Not even the ABCMR can exceed the statutory 5 year limit for TDRL. However, there are many tools at the ABCMR's disposal. It could correct your records to show you were retained on the TDRL, and that at the end of the 5 years permanently retired for physical unfitness. That would give you back pay for the entire period. Remember that the ABCMR can write fiction. It changes a record to accomplish what it wants to accomplish.
