DoD Memo From 1990’s on Pills Issued

Hi all. I’m working with a fellow Vet from the 1990’s Gulf War who was forced to take those pills a lot of you had to take during that War. He got a memo from the DoD in a round 1998 stating that those pills weren’t intended for human consumption due to them being harmful to the body.
does anyone onhere have seen any memorable like that?
