Dr. Manuel could not do you MEB, she knows about your conditions? He is my sole provider for medication, so I have to see him. The other docs there are not very good. I saw several others in the red team and they are crap.
Dr Manuel is civilian so she can't do my MEB, it has to be a military provider. Dr Manuel and I have an agreement that she is my sole provider but I'm not listed in any military system as having a sole provider

Dr. Barr, who is a civilian, is my PCM. She is the only primary care physician that I have dealt with at Makalapa in regards to my condition. I dislike the rule that an Active Duty Doc has to write the NARSUM. I decided I didn't want a complete stranger that has never dealt with my case writing my NARSUM. I asked my Nephrologist (Kidney Specialist) at Tripler to write it, despite him being an Army Doctor, because he has been treating me since i came into the military 3 years ago. Let me tell you that made ALL THE DIFFERENCE! There was no way a Primary care doc could gone into that much detail about my medical history and severity of my condition in my NARSUM. It still was a challenge because I have a pre-existing Kidney condition AND one that occurred while on Active Duty. I was nervous the VA and DOD would just lump it all together and just put No rating, Existed Prior to Service. My Nephrologist made sure to break apart the two kidney diseases so they would not try to screw me out of a rating. I am not sure if anyone has a Specialist treating their condition but if you do try talking them into writing the NARSUM because it seems to produce better results(in my experience) than a PCM.

As of right now, I have these specialist writing addendums that were not included on my NARSUM, a psychologist, psychiatrist, physiatrist, Doctor of Osteopathy(Pain Management). My MEB Doc failed me by not including conditions that fail retention.

I agree... My PCM/MEB doc was Dr. V and now that I look at it, he left out key issues that I claimed. That was just be being ignorant to the whole situation. I wished I knew what I know now.

See, I was told I didn't not need any addendums besides one from ortho, but I wish I had one done anyways for Pain Management.

He said the same thing to me, he said that I wont need one since they will have a copy of my medical record. FAIL! I'm seriously thinking about writing to IG concerning his incomplete NARSUM. I bet we arent the only one that he has screwed over.

Yup, he sure did... He told me the same thing and that really screwed me... B/c now, if I didn't claim those addition conditions (which directly affect my referred condition) they would have never been rated. It's sad.

Update:

VA Sent Package to PEB: 24 APR 12

I have no clue why my proposed ratings were just now sent to the PEB... They were completed on 03 APR and I was told by a VA rep that they had already been submitted. O'well at least I know that they're not lost. Hopefully, my 199 will be in soon!

So far my proposed ratings are 10% DoD/80% VA.

How did you find this out? The VA said they were finished rating my case on 6April. I called the POC at the PEB in DC and they still haven't received it yet as of this morning...

Faith checks the system for me every morning. Furthermore, I found out why it took three weeks from when it was finalized on 03 April 12. After leaving the Cleveland VA office, it goes back to Rhode Island for "finalization." But on my proposed rating it says something like member should be reevaluated due to the C&P exam stating that an injury exist within the cervical spin but w/o a rendered diagnosis. So the Rhode Island office was going to make me go through another C&P exam but decided against it and just rated the last condition and approved the proposed ratings and finally sent it to the PEB on 24 April.

I waited like 3 weeks to find out where my package went (I really thought that it was lost)... Your package is probably at the Rhode Island office waiting to be sent off, just like mine did. I bet if Faith checks tomorrow or Friday, she will probably say that its been sent off.

I know, it's weird... The Rhode Island office received my package from the PEB on or around 19 Mar... They did something with it and then sent it to the Cleveland office on 26 Mar, they completed my ratings on 03 Apr. And on 24 Apr, I got word that the Rhode Island had the package and then sent it back to the PEB. It is so confusing, why do they send packages all over the place, I have not clue but it is ridiculous.

Ive seen several other posters on this site with the same actions..At Providence, sent to Cleveland, and the ratings are done a week later....It almost gets frustrating, like, if Cleveland has the capacity to facilitate the packages faster, why did they sent the mid-March batch in first, and not the packages from Dec-Feb who are still stuck in Providence...

Well my PEB package/ratings summary was completed in Rhode Island and then rated in Cleveland. Then for some reason sent back to RI... My MEB/PEB has gone very quickly. It was submitted in Jan 2012 and at the end of April, almost done. I guess it was because I only had a few claims to submit. It does; however, suck for those packages from Nov/Dec. The PEB ruled my my package within two days, I'm not sure why.

I hope you get something soon!

How many claims did you have? What branch of service?

I talked to the VA yesterday. Last week (18 April) I talked to them and they said my notification was mailed that day after being completed on the 16th and said it should arrive yesterday. It didn't so I called again. Dude said their "packages" don't get sent to the PEB. They send your "PEB package" back, but when they say package, they're commonly referring to your claim package, which stays with the VA. Ask them when they sent anything on your behalf to DC and the date. I went even further and asked when and where they had sent anything on my behalf--the guy asked for my address and proceeded to read my preliminary claim letter and let me know that VA said %10 which is 10 more than I was expecting!I

Mine was sent to Baltimore 26 March- arrived in Baltimore 28 March. Sent to Cleveland 4 April- closed out of Cleveland "complete appeal possible" 10 April. Arrived back in Baltimore 11 April. Learned all this through IRIS inquiry over a week ago. Submitted another IRIS to see if it has been mailed back to PEB and still nothing back yet- going on 7 days. The IRIS rep that called me over a week ago that informed me of this information told me they go back to Baltimore, "To write your benefits letter, proposal statement, and get the primary jurisdiction signatures before mailing to PEB." So Cleveland is simply the ratings office and doesn't do anything else. Baltimore still has to do a "quality check administrative actions" before they are officially mailed. So you are still waiting in line when it goes back to Baltimore- which is called the "notification phase." A "standard claim takes 34 days in the notification phase, we are unsure of how long the IDES cases are taking since we are just now gathering data and statistics for these claims, but it should be less than 15 business days before they are mailed back to PEBs." Just thought some of this information might help those of you that are wondering why they go back to Baltimore.

We appear to have nearly the same start point. My PEB was received in RI on 13 March, however, there has been no movement at all on mine. As far as the VA 800-line people tell me, it will be 93 to 137 days before I hear something. This is frustratingly inconsistent.

Do you have proposed rating yet? They are sending packages to Cleveland to be rated then back to RI to be written. It took them over 2 weeks to write my narrative. I'm trying to figure out long it takes the VA to send my summary to the PEB and for them to send me a 199. Those people on the VA line are worthless, most of the time they give you this long timeline and read some crap off the screen.

The only thing I have is confirmation that my PEB is in Rhode Island. So far, but for the lack of communication, my stuff seems to be moving along IAW the published time lines -- but I can only confirm that waaaay after the fact. My PEB was done in about 2 weeks and then off to the VA -- where there is a communications black-out. If everything is to be believed I SHOULD here from the VA / PEB / PEBLO late May, early June. I just want it to go faster. Your experience thus far is only confirmation things are moving, and I hope that because my PEB got to RI a day or two ahead of yours, I too should be hearing or seeing some movement soon.

Thanks for the info.
