CBWTU question. Being denied

I was just recently told that I could not go to a CBWTU because I am a reservist in the state that has a WTU. I live in Washington and am currently at the FT Lewis WTU, but live 2 1/2 hrs away. I was told it was a logistical issue but I do know of two other soldiers who live in the state and where assigned to a CBWTU, if anybody has an answer I would love to hear or even knows where to find the regulation on it. I am currently trying to speak with another case manager who when I first got hear said I would be eligible. Just trying to get all the information I can. Thanks

I was in the Ft. Lewis WTU for a year before I was assigned to CB-WTU. I was in the WAARNG, BUT I lived in Portland, Oregon.

It took TWO applications to get home to Portland. On the second denial, I appealed & got the Chief of Social Work and the some other big shot to appear with me to the WTU XO to re-state my case. It got approved.

Have you got ahold of the Ombudsman up there to find out WHY you are being denied? Your HOR is more than 50 miles away, right? I would speak with the Ombudsman and the Social Worker section and get them on board, too.

Thanks for the reply, yea I am going to the Ombudsman tomorrow to talk about this issue. It was my case manager who told me I did not qualify while my first intake case manager said I did, this all happened after I changed companies. And the answer I was given was so vauge as why I could not I had to look into it, so again thanks right now I am just gathering all the information I can before I go back in. Take care

That's the kind of answer I got, too - a "vague" answer - when I asked why I was denied twice to go to a CB-WTU. NONE of the response answers made any sense to me. During the time I was in WTU, transferring to a CB-WTU was being used by the WTU Command decision-makers as a "privilege" tool, thereby subverting the intent of transfer to a CB-WTU program. In my case, I had a skill that WTU wanted to use, and they tried to force me to use this skill by keeping me in WTU. When I refused to go along with this PR work scheme, I was then "punished" and denied transfer to CB-WTU. When I realized WTU was more concerned about THEIR organizational welfare and PR scheme than about my injuries and care and welfare, that's when I woke up, got angry, and decided to fight for ME - to fight for my treatment and recovery and care.

Hopefully, with a different command structure and more rules and regulations, this isn't happening anymore. But DO know the WTU and CB-WTU Regs and guidelines and make sure you qualify for transfer.

Speak with the Ombudsman and Chief of Social Work, the Head Chaplain, and anyone else who is now in a position/title to assist. In my case, rules and "regs" and WTU "guidance" was very fluid or non-existent - not so much today. If you meet the requirements for transfer and have your blocks checked off, then see the Ombudsman. Get your ducks in a row and prepare your mind with knowledge that will assist you to overcome any objections they have.

And keep us in the loop. It got to the point where I let certain "influence makers" know of my intent to go public with press and Congressionals over this issue. And then suddenly - Voila - I was authorized transfer.

Know the road and the load Buddy. Educate yourself with the regs and rules and guidances. And then fight for your rights and getting the treatment and care YOU need. Being in CB-WTU helped me to get the CORRECT DIAGNOSIS, the CORRECT treatment and the CORRECT continuity of care I WASN'T getting at the Madigan "Merry-Go-Round". I would have received a very poor and incorrect IDES rating and outcome had I stayed there. But the WTU organization would have benefited immensely from my work skills and knowledge had I stayed.

At this point, you must take care of yourself - your physical and mental health and what's left of it is all you have left for the rest of your life. You have given enough to this country.

You have done right by them - now it's time for them to do right by you.

There's a WTU in my state, but I was assigned to a CBWTU outside my state. I am also a reservist going in over a year since my packet was submitted to the VA. You should have your family write letters on why you should be home and not at a WTU. I was also at a WTU and it took letters from my wife, mother and congressman to get me to the CBWTU. My experience with WTU was terrible...
 
Can anyone give any guidance, helpful advice for Active Duty in WTU getting transferred to CBWTU? I keep getting told let us look into into it. I have tried to research on my own with no luck.
 
I have seen the consolidated guidance regulation. I have also found a couple other AR's to show my leadership and command and was told NO immediately. I was just wondering if there was another way. I was told I could file for an exception to policy due to other extenuating circumstances and also being active duty. I am still waiting on an update from that. Just seems like I am getting the run around and it is being drug out as long as possible. Yes I know it is hurry up and wait but I am definitely experiencing increasingly more of the waiting part due to no feedback from the people who are supposed to be helping get the process started.

For active duty it is really going to come down to your commands decision. CBWTU is set up for reserve/guard, but does allow an exception for active in rare cases. It comes down to being very hard for an active duty SM being able to justify why they need to be in the program. With guard/reserve family members are set up in their home town. For active duty, the family is near your base. You may have decided to move your family home, but the arguement will be that it was your choice.

I would think you may have a better chance with the "home awaiting orders", which is also covered in that publication. Bottom line is, they can say no. Even for the guard guys, I have seen this happen. If it comes down to that, you will have to accept that decision. Use your COC. If the company says no, go to battalion, then brigade if needed. The MTF commander would be your final stop.

And read my post above and speak with the Chief of Social Work, Chaplain, your mental health care Doc, and the Ombudsman.
See if you can get these folks to put something in writing that supports your need for transfer to a CB-WTU.

If you have valid reasons that carry weight, continue to take it up the chain.

Keep a paper trail - emails, convo records, date, time, and keep a log.

Thank you for the help. I tried the home awaiting orders thing and was told NO! That is not what this is for. I am in the process of pushing this up through the channels. As I do have very Valid reasons for trying to get this accomplished.
 
I am really really frustrated with the WTU experience. It has been a complete run-a-round since I got there. I also have been fighting for a CBWTU transfer. What FINALLY got someones attention was writing everything down in my AWCTS. I found out this is the way to get things done because everyone in the higher echelons reads those surveys if you put that your needs are not being met, by clicking "high" priority, and also telling the facts about how nobody seems to be able to provide answers.

Just FYI this approach got everyones attention, however my case manager was really ticked that I called her out on AWCTS. Needless to say they transferred me to someone new who seems better equipped to try to help me. Don't stop asking, also write it down in your survey EVERY week that you asked and nobody is helping you…
 
Update: Looks like my CBWTU packet was never really sent after-all… i just had to sign another CDR memo and hopefully that means it is now submitted… WTF???? It shouldn't be so hard to get people to do their jobs… Seriously…

Hmm, unfortunately, I experienced the same result when completing my WTU packet for CBWTU transfer soon afterwards!

To that extent, it never happen for me since the WTU packet was never sent. Then, it was too late to submit a WTU packet since I was already past a certain trigger point within the DoD IDES MEB/PEB process.

Indeed, the WTU packet for CBWTU transfer was submitted approximately six months prior to my eventual acceptance into the DoD IDES process!

Nonetheless, please continue to pressure for WTU packet submission and hopefully somebody shall do their job for once!

I just want to put my two cents worth in here. CBWTUs are being closed.

MOST, CBWTU warriors will be sent to their nearest WTU for treatment. --- I know. I know. What a pain. My friend has been on CBWTU for 2 years, and has a work site and everything. NOW, she is having to move from her family, change her DRs, and everything, and will be moved to the nearest Active Duty post. -- WORST idea in the world!! --- I would think the ones on CBWTU could stay, and they just not put anyone else in them. BUT, the Army does not care about continuation of care at all when they think of things such as this.

My info is old and may be out of date but....

I was under the impression that the CB-WTU under the WTU at JBLM (for example), that that CB-WTU CADRE and THEIR location in Sacramento - they were the ones shutting down and transferring back to JBLM. The injured SMs under that CB-WTU would remain in place at their Home of Records, but the Sacramento Cadre location was to shut down and the Cadre transferred to JBLM. This was due in part to the expansion of JBLM building site completions where JBLM now had room to put CB-WTU staff in co-location, the need to reduce spending by co-locating Cadre & staff back to JBLM and other issues related to the desire to "keep a closer eye" on folks who were running fast and loose down in Sacramento - such as ignoring/not following WTU guidelines, making up the rules as they went along - in general, just not doing administrative/medical/legal things to the Army standards needed for the injured SMs to process more quickly under the IDES process.

So quite awhile ago, this movement of CB-WTU Cadre & Staff was an effort to save money, reduce costs, and get more "eyes on".

But I've recently been reading elsewhere in the US that there have been reductions in the total population of SMs assigned to several specific CB-WTUs.

So it could be a combination of both reduction of injured transferred and cost-cutting measures these days that is driving this.

But this I don't know.

Are any other CB-WTU injured assigned to these units being transferred? I don't know.

Please speak up if you are affected and let us know.

Also, if this is the case, does the military PAY for RELOCATION of the injured Servicemember for this forced relocation?

The military will pay for your personal travel expenses and will provide adequate housing if you are transferred from the CBWTU to the WTU. They will also pay for meals, family separation will be reinstated. This will not necessarily be a PCS move but rather a TCS/TDY. It all depends on your original mobilization orders.

I could not realistically see them moving 2-300 WT's to JBLM (in the case of the CBWTU-CA) when they could just move the 25 or so cadre members.

Some WT's may need to be moved (if their case is complicated and/or they are a risk to be so far away from the CBWTU leadership).

The CBWTU program could be suspended for future soldiers if there is not a physical need (the primary need before was lack of housing, as well as the fact that data shows the soldiers healed faster for return to duty when they were with/near family members).

As part of the Army's realignment of nine Community Based Warrior Transition Units, the Southern Regional Medical Command is inactivating their CBWTU Task Force at Fort Sam Houston, Texas, and turning mission command of its four units over to Army Medical Treatment Facility Warrior Transition Units. The realignment will be transparent to soldiers and their families and will use resources and personnel more efficiently.

CBWTUs primarily provide outpatient care management and transition services for Reserve Component Soldiers who do not need the day-to-day medical management provided by WTUs on Army installations. The CBWTU enables soldiers to recover and transition at the location closest to their personal support network or in their home, if medically supportable. Clinical care requirements determine whether a soldier is assigned to a WTU or CBWTU

On Dec. 17, the Arkansas CBWTU came under the Carl R. Darnall Army Medical Center's WTU at Fort Hood, Texas; Florida CBWTU is under the Winn Army Community Hospital's WTU, Fort Stewart, Georgia; and Puerto Rico CBWTU is under the Dwight D. Eisenhower Army Medical Center's WTU, Fort Gordon, Georgia. The Southern Regional Medical Command will maintain mission command of the Alabama CBWTU until further notice.

Well I am at Ft. Jackson and our WTU is closing… However they told us that if we are already up here they will just keep us here… I live in Charleston which is 150 miles away.. My CBWTU packet has been pending for like 3 months… I am not sure that it has ever been truly submitted. I am seriously considering voluntarily leaving the WTU program so that I can get home…. Has anyone ever heard of someone doing that?
