Letter inviting me to file a supplemental claim?

Under Important Information, it says, "After reviewing your records, we invite you to file a supplemental claim for right upper extremity cubital and carpal tunnel syndrome."

What does this mean? I have another post about issues in my right shoulder and neck but I think this is kind of a separate thing. If they sent something like this, doe that mean there's a reason for service connection?
 
Possibly, on my last award letter they recommended I file for GERT. However since I am 100 P&T I chose not to chance it.

Yes. During the processing of your claim, there was a discovery of additional disabilities to which you could be compensated for, but were not claimed. Unfortunately, the VBA will not just add these to an existing claim; it requires your actions to claim them. Are you still serving or have you separated? I've been separated since 2011. I still have time since the decision and this letter but I should have included this in the supplemental claim I already filed. I should file another supplemental claim, right?

It's weird that they say supplemental claim in the letter. I didn't think I could add conditions other than what was requested in my original claim. The letter specifically says supplemental claim so that means it would be part of the current claim process and back dating? Can other things be added so long as it's using medical records you submitted? I'm beginning to think I overlooked a lot of things I could have claimed so that would be very cool. I'm kind of desperate to get my rating increased and the back dating would be a huge help because I might stop working.
 
It must have been through the C & P exam that other potentially compensable conditions were discovered. If you have other conditions to add, throw them on, but keep in mind you're making the existing claim extremely complex now since there will be additional C & Ps ordered for anything new. Its going to slow the process down a bit, but if you're willing to wait to get the extra percentage, then I say go for it. I would however recommend that you have a VSO or someone who specializes in claims review your treatment records (both service and civilian) so you're presenting the best list to the VA. Remember to look for any potential secondary conditions as well!!!
