    IL has converted 20% of the our technician workforce to title 5. In fact my old position is being advertised as title 5 so it is happening. I was one of the lucky ones who got the 60/40 retirement.

    I qualified for it because my TBI is rated at 100% and I have other disabilities that are not related to my TBI that are rated more than 60%. So I qualified for SMC-S1. SMC-S2 is given if you are house bound.
