Can TDRL be challenged for PDR in the initial PEB findings?

Just received my PEB findings. Today I have to decide to challenge it or not. I have 70% disability from the Army and TDRL. I am fine with the 70%, I am just wondering if it is possible to actually challenge the TDRL for a permanent retirement.
 
I doubt it when I asked about it for the Air Force they said they do TDRL first cause the paper work is easier but then on my first TDRL exam it got changed to PDR
 
depends on what your specific situation is.

need more information like a breakdown of the issues you were rated on and their percentages, etc.

what kind of medical evidence did they base this TDRL on?

you can challenge of course. but on what basis?
