Attached it the Department of Health and Human Services regulation for disability proccessing of US Public Health Service Commissioned Officers, CCPM Pamphlet 47. This is not otherwise publicly available, so this is a must read for USPHS officers early in the process.
In my opinion, the regulation fails to meet the requirements of law on its face. I will post more on this but I urge all those going through this process to consult with a qualified attorney (as an aside, the PHS does not provide counsel to those going through the process, so getting a knowledgable attorney is a must).
