Reply:
1. 5115 x 75% = 3836 DoD CH 61 retirement
2. 15.6 years AD (inferred and not 15 1/2 yrs) x 2.5% = 39%
3. 5115 x 39% = 1995 dollar amount of longevity portion or retirement
4. VA comp @100% (no deps mentioned) = 2,973
5. CRSC at 100%, no deps mentioned = 2973
6. 3836 CH 61 retirement - 2973 VA offset = 863 residual retired pay
7. Item 3, 1995, is less than item 5 2973 so 1995 is CRSC
8. CRSC 1995 minus residual retired pay 863 = 1132
9. Summary each month: 2973 VA + 1132 CRSC + 863 residual retired pay =
4968

Some of the necessary info was missing so I assumed some aspects of the case.

Added: The request for a CRSC estimate was in a post today, but as a quotation. The initial request was in 2014 (just noticed) and is useless today.

Ref: DoD 7000.14-R Financial Management Regulation Volume 7B, Chapter 63

630803

Chapter 61 Disability Retirees With 20 or More Years of Service. Qualifying applicants, who are receiving retired pay based on a percentage of disability under 10 U.S.C., chapter 61, who have 20 or more years of service creditable for purposes of computing the amount of retired pay (see 10 U.S.C. 1208), shall have their adjusted CRSC entitlement reduced by the amount, if any, that the retired pay exceeds the amount of retired pay to which the member would have been entitled under any other provision of law based on the member’s service in the uniformed services if the member had not been retired under 10 U.S.C., chapter 61.

Situation.

1. VA 100% (spouse and 3 children, college): ~3793

2. 70% CRSC (spouse and 3 children, college): ~1938

3. 21 yr AD x 2.5% = 52.5%

4. 8900 inferred to be average base pay of highest 36 mo "high 3"

5. 8900 x 52.5% = ~4673 longevity portion of retired pay (length of service or LOS)

6. 8900 x 75% (high rate for DoD disability retired pay) = ~6675 DoD Disability retired pay

7. 6675 retired pay – 3793 VA offset = 2882 residual retired pay

Additional Factors.

A. Total Retirement =$6675 (item 6)

B. Subtract from the total retirement, the amount of DoD disability retirement exceeds the LOS amount ($6675-$4673 =$2002) The result, $2002, is the disability portion of retired pay (residual).

$1938 (approved CRSC rate) - $2002 (disability portion)= DERO CRSC

Payments each month: 3793 VA + 2882 residual retired pay = 6675

Thanks RonG! I'm struggling with CRSC payment of 70% ~ $1938. Is there a separate chart for CRSC?

Thanks again,

Chris

Hello Chris,

The CRSC "chart" is the same as the VA compensation tables, which are actually used.

CRSC for a CH 61 retiree is not a simple matter of looking at a chart; however, I very well might have misinterpreted your posted info.
70%, spouse and child = $1,566.48
+ 2 children >=18 in college $186 ea = $372
$1566.48 + $372 = ~$1938

I think I cited $1938 in my comp.

The computation involves the factors I described above and current law prescribes the basis for those computations.

Regards,
Ron

Re: Estimate

The information associated with all of the five numbered items below is needed. Incomplete answers will preclude an accurate estimate. Each numbered item below is a factor in the CRSC calculation.

1. High three base pay average for retirement or your current DoD disability retirement gross found on page one of the DFAS RAS. Please indicate whether you are providing the high three average or the retirement gross found on the DFAS RAS. The high-36 method is the average of the highest 36 months of basic pay divided by 36. This is generally the last 3 years of service and is sometimes called high-3. EXAMPLE: High three average $3333 (or alternative: Gross Retired Pay on DFAS RAS $xxxx.xx)

2. DoD disability retirement percentage. EXAMPLE: 50% DoD

3. Years and months of active duty EXAMPLE: 11 years and 3 months
Note: The creditable years of service (active duty equivalent) for a reserve calculation is determined by the sum of accumulated reserve points divided by 360.

4. VA compensation percentage and amount plus identify dependents by category and number EXAMPLE: 60% VA Compensation, $1600, Spouse and 6 children under 18

5. Approved or expected combat related disability percentage (application was required). EXAMPLE: 70% CRSC

Provide ALL the info above and a computation will be provided.

If you provide your high three in this case, I can take it from there.

Ovenny.J,

  1. High 3 amount ? X 30% = Retired Pay
  2. All retired pay waived due to new VA rate @ 100% 3521.79
  3. 12.167 years AD x 2.5% = 30.42% multiplier
  4. High three amount ? X 30.42% multiplier = dollar amount of longevity portion of retirement
  5. 70% CRSC approved new rates = 1721.71
  6. Your CRSC will be the lesser between item 4 and item 5
  7. CRSC also cannot exceed the waived retired pay at item numbers 1-2.
