I'm helping my friend navigate the very complicated VA benefits system and we've run into an issue I'd like your feedback on. His ratings decision letter is dated July 22, 2024 and it states his effective date is April 25th, 2024. His monthly benefit payment start date is May 1st, 2024. He has been living at a long term care facility that we were told the VA would start paying for if he reached 70% service connection. He was given 100% service connection and the long term care facility is saying his benefits for coverage to pay the facility fee is August 8, 2024. That is a three month discrepancy between his effective date and fully covered date. He will have to pay out of pocket for each month the VA won't cover the fee ($11,000 monthly). They say the date the coverage begins is the day the consult is scheduled, this wasn't done until August 8th.
So I'm confused about this. Did someone drop the ball? What is he entitled to? The VA has me running in circles talking to a new department about it everyday.
