Army enlisted active duty in 1991 but now a reservist officer with 20+ years. Have 80% VA rating. Never been on a profile. Now have MRC 3 with 2x permanent profiles for TBI and PTSD and referral to a MEB. I have a TBI Line of Duty from 2010 but it was never submitted into my medical records but I have all paperwork to include the Line of Duty Memo. I have submitted the Line of Duty for TBI to the ARMCC with my MEB medical packet. My Nurse Case Manager is telling me that I have to wait to get my IDRM approval for TBI and PTSD signed. Shouldn’t my MEB packet include a Line of Duty for TBI rather than a IDRM? Case Manger said that once both IDRMs are signed then the packet will be pushed to the MEB. Should my TBI be submitted to the MEB as a Line of Duty injury rather than an IDRM?

Hi, I also had some difficulties with the contracted nurses building the IDES board files at the ARMMC. The doctors who give the P3 profiles were prompt, professional and super nice.

It sounds like the LOD never made it into the MODS LOD module (eMMPS). Do you know if that file was ever input? One thing you can do is get it uploaded through your unit. I'd also give it to your PEBLO when you get assigned one. On your commander's impact statement, bottom of page 2, there's a block that asks if LODs have been completed. Have the commander put that the LOD was completed for your TBI on X date.

IDRMs vs LODs The fact that the DoD is still forcing Reservists to get a 'line of duty' determination (IDRM) when one shouldn't be required seems unfair to Reservists. I can't find a definite answer as to the difference between the two. The biggest concern for IDES being ILOD and service aggravation. The benefits that a LOD has over an IDRM appears to be: INCAP pay, medical and dental treatment for those injuries in a civilian status.

Based on DoD 2021-05 an IDRM is:

(1) Soldiers whose conditions of lasting significance arose and were documented during a period of qualified active service of more than 30 days, that can be connected to a current permanent profiled condition and who are subsequently referred to the DES while serving in the RC, may receive a memorandum in lieu of a line of duty (LOD) determination.....The memorandum will not confer benefits and entitlements associated with LOD determinations for RC Soldiers as noted in reference 1d (DoD Instruction 1241.01 (Reserve Component (RC) Line of Duty Determination for Medical and Dental Treatments and Incapacitation Pay Entitlements). It grants approval only to initiate the DES process in lieu of a DA Form 2173 (Statement of Medical Examination and Duty Status) for the referred condition.


IDRMs I've seen all have the following text, which I assume, carries the same ILOD and service aggravation value as a LOD does for IDES:
...USARC HSB findings and IAW with the references noted above are the Soldier's condition of
[condition] is presumed to have been incurred or aggravated during a qualified duty status greater than 30 days and is determined to be In Line of Duty for DES referral.

I don't like the phrase "...is presumed to have been..." because it doesn't seem definite to me. Can the MEB/PEB presume differently and presume that it isn't ILOD or service aggravated?

An LOD DA Form 2173 has a different statement that is definite: block 38. INJURY IS TO HAVE BEEN INCURRED IN LINE OF DUTY (Not applicable on deaths)
 
Still waiting on the IDRMs to get signed. Is there anyway to push the contractors to get the darn things signed? Then the packet goes to the PEB where a PEBLO is assigned?

Not that I know of. If the contractor has pushed it up to higher, then expect a month or more to get it reviewed and sent back down. My total time for IDRMs ended up being 3 months total.
 
After the idrms come back there will be a QA for a week or two and you'll get a call from the supervisor. They'll tell you to expect a call from the location where your IDES case will be adjudicated. Likely Atterbury, Knox or a more local base. That call could take a month. Mine was 2 weeks.
