Hello, I don't know if this is the right place to post or ask question but I will ask anyways. This is in regards to my mother who had a knee surgery and still won't be able to walk (it's been six months now since the surgery). Does anybody know any publication that pertains to getting a car modified to be able to have a lifter for wheel chair? If so how much money are they willing to give and what government agency?

I just did a quick Google search and found a new company that builds new wheel-chair access autos in the USA for not only the disabled, but also for taxi companies, too! His autos are in use throughout the USA and can be specially designed to meet most disabled people's other special issues, too.
His company has received Congressional support and special legislative regulations so his company can build cars to US safety standards and reduce costs of production.
His website has pictures, product features of his new autos, and they are really KEWL!
The fellow that started up this company is himself, a wheel-chair fellow who has had to be in a wheel-chair since the 1980's. He saw a need in this specialty auto market, and took it upon himself to produce vehicles for people in situations like he has been in. Good on him!

I placed a call to this number, but the corporate office is only open Monday through Friday (I THINK Eastern Time).
But I suspect his company has Veterans who are already driving his autos, so the company may already know the ropes on how to access funding of all types and may already know how to access VA grants for these great cars. (These are NICE looking autos - they blew me away on his website!)
Also, if you go to va.gov, there is a grant (free money) that allows certain medically qualified Veterans to receive funding for modified vehicles.
But for sure call that company as they may already know how to get funding - and HOW TO QUALIFY for funding. After all, they have a direct motivation to sell this specialty market-niche product and have already received government support for product production.
