IDES/LDES?? Condition considered perm 3 profile as fitting/unfitting is Diabetes 1. VA 80% , hearing loss, severe obstructive sleep apnea w/CPAP. NCM says MEB needs IDES referral memo for all duty-related perm 3 profiles if to be considered. NCM reviewed MR, supporting docs for the diabetes only perm 3 condition. Under IDES will other conditions be rated? Army says the IDES system can reduce my VA rating?? Need help!

With an assumption that you are currently in the U.S. Army on active duty and upon a referral with acceptance into the DoD IDES PEB/MEB process, the MEB is suppose to review all military medical conditions to determine which ones can be consider "medically unacceptable" or "do not meet retention standards" and "medically acceptable" or "meets retention standards" after receipt of all DoVA C&P examinations.

Via the new DTM-18-004, it is DoD policy that "The goal is for the DoD and the Department of Veterans Affairs (VA) to complete 80 percent of all active duty (AD) and non-active duty (NAD) Service member cases in no more than 230 days. Attachment 2 of this issuance contains additional guidance on IDES timeliness goals. This processing time goal is effective the date of this DTM and will be fully achieved by March 1, 2019." DTM-18-004 was dated July 30, 2018.

In support of DTM-18-004, the DoVA D-RAS shall review all PEB-referred unfitting conditions as well as all DoVA claimed contentions (e.g., conditions/issues) listed in the DoD IDES case file via all available medical evidence and/or medical documentation. Upon completion of its adjudication, the DoVA D-RAS shall assign VA disability ratings to all medical conditions which meet the schedule of ratings criteria as annotated in 38 CFR VASRD. If previous DoVA C&P examinations existed, they will be superseded by the new DoVA C&P examinations performed while in the DoD IDES process and an appropriate VA disability rating will be assigned in accordance with the criteria as annotated in 38 CFR VASRD.
