NG Final MEB Promotion without requisite PME

Howdy all, I'm a former active and current NG soldier. I have been on profile now for almost 3 years while waiting for my state to actually process my LOD (informal...) and start my permanent profile, which they did a few months ago. Because I have been on profile for so long, I have not been able to attend ALC (I am currently an E6, which I promoted to on profile... which was also a huge fight to get my state/unit to process).

It may be silly, but I very much want my SFC promotion, I've worked hard, injuries aside am a highly qualified, decorated, and experienced NCO. Even if it comes on the last day, that would be very meaningful to me and my family. I have heard and seen that there is a "last day" MEB promotion, and I have seen that the PME requirement is waived. However, no one in my state seems to be aware of this, and I also am tracking that I must be promotable (which in the guard to my knowledge means placed on the promotion list?) The MEB especially in the NG context seems to be insanely complicated and hard to understand.

I'm specifically looking for any specific guidance on the PME requirement being waived for the MEB promotion, and/or on PME not holding back from promotion those unable to attend due to profile (I am in the infantry career field).

So basically you need to be on the promotion list to be promoted. Not promotable. I don't remember how it works for enlisted but for officers if you get on the promotion list you are basically promoted but the spread out the promotions based on where you are on the list. So if you were a Captain and were promoted and on the promotion list it may take 6 months before you actually get your promotion. Well, if they medically retired you before the time you were set to be promoted then they will promote you on the last day of your service before medically retiring.

If you haven't done ALC and are not promotable then this would not be an option for you. So the promotion part is really just for those that got promoted and on the list but didn't reach the date of promotion due to being kicked out early or medically retired early.

It’s a bit different for enlisted, we get placed on the promotion list but we aren’t promoted in any way until we receive a promotion officer from a unit pulling from the list. My state has really screwed me by taking so long to process my LOD and permanent profile, I’m hoping there’s some way around just having 3-5 years of purgatory while still serving but not getting promoted. I got hurt before I had a chance to get a slot for ALC, and now because of my profile and MOS I can’t go
 
I believe what is meant by “PME requirement is waived” is that it is waived for your next rank. For example, SLC is waived for a SSG to become a SFC. This is the standard nowadays, but you used to have to have completed the PME for the next rank before pinning it on.

I’m in a somewhat similar situation. I’m a SSG who hasn’t attended ALC, but went through the SFC board and was found qualified for promotion. However, my OML has been passed and I’ve not appeared on the SFC promotion lists because I haven’t completed ALC and thusly, am not eligible for promotion.

Some of the promotion requirements can be waived because of profile timeline, for example ACFT tests can be waived, S1 or whomever just has to see your profile dates preventing it. I would imagine there is some similar provision for NCOPD inability to complete because of permanent profile. I'm not sure if you're also guard, but I've seen states/units just not pull people off the promotion list out of error because they think they can just passover folks for promotion because they are on a profile, which is untrue. It wouldn't make sense that you would essentially be barred from promotion because you've been hurt, but the guard hasn't processed your medical board paperwork yet. If I'm still showing up and, within the limits of my profile, doing my job, there's no reason I should be stuck at my rank for years on end

Since TIG to SFC is 4 years, I think it's more than fair to require SSG's to complete ALC to be eligible for promotion to SFC (used to be you had to complete SLC); no one should be riding a profile for 4 years and still be in the Army. The PME requirement is waived for one grade, that's fair, more would be senseless IMO. I could have completed ALC, but chose not to.

No one is riding a profile, I had a career ending injury after over a decade including combat service, passing multiple selections and schools, and serving on 3 continents OCONUS. My unit put me on profile while I went through 2 years of surgeries and physical therapy which didn’t work. After years, they have just now initiated permanent profile and MEB. I have been conducted multiple congressional and IG investigations to move the needle on my paperwork to no avail. I’ve already served as a PSG and in every infantry billet at the E6 level. I’ve also been both active and guard, frankly the guard is worse than many of the foreign partner forces I worked with. So don’t tell me I’m “freeloading”. I have a PERMANENT PROFILE that prevents me from attending the MOS specific ALC. I’m still working, I’m still leading soldiers, and I’m still getting awards and top block NCOERs. So, show me where I’m “riding a profile”. Also, TIG in my state is 36 months, secondary sone is 24 months
