If you already received a rating and we know for the Navy at least, supposedly it is based on your last High 3 pays. So, what happens if you got promoted recently, would that rating change or would the PEB change that rating based on your new pay?

Your rank won't change anything except for the little bit of time where your pay is higher. In the scheme of things an increase of pay for a few months isn't going to move the average much. Remember retirement is based on average of your last 36 months of pay. So raises that are annual in nature, time in grade raises and promotion raises are already factored into this average.
