I was found unfit by the DAWG board in February of this year and there going to recommend an MEB but i still haven't heard anything regarding a IRILO nor has a code 37 been flipped. Is this a normal thing I Understand my PCM waiting till he hears back from me regarding whether or not the specialist was going to do back surgery which they didn't end up doing it and pain management said they won't do anymore treatment so i met with my PCM and told him all this and he noted it and said i hear something soon. A code 37 still hasn't been turned on by my provider. Is this a normal process in preparing for a IRILO?

No it's not but unfortunately does tend to happen from time to time. They could be waiting on a note or something to that effect. You can contact your PEBLO to see if they can look into where your case is at or you can reach out to the medical standards office, they're the ones that turn on the code 37. In the meantime, I'd keep getting in touch with your PCM to see how far along your narrative summary is and if they need anything else to complete it.
