My husband is a Vietnam Vet/Marine. We are currently waiting on OTH upgrade decision from BCNR based on PTSD/TBI. He has not received any advisory decisions for comment. I received e-mail update advising that the board has made it's recommendations and his file is now in legal review. This process needs more transparency! He asked for upgrade and medical retirement. Does anyone know why he hasn't received any advisory opinions and what does legal review mean? We are approaching 18 months for decision. I'm hoping this recent email update is good news but I don't know.
 
Once a decision is made (after legal review) it still goes to the service. Unfortunately, you have a while to wait. There is little transparency during process. Hope you get a good outcome.
 
Thank you Chaplaincharlie. I've heard that not receiving any advisory opinions could be a good thing! It's more waiting and praying!
