202-685-6419 Either a MSgt, LT, or SSgt SHOULD answer and be able to give you some info. I HIGHLY Recommend calling before 0900, and call multiple times if no one answers. Its pretty hit or miss on if they answer.

There isn't, I had the same problem. Go to faxburner.com, free no credit card info or anything and it'll give you a burner fax number good till the next day and you can fax to that, it basically converts the fax to digital form and is almost instant. That's how I got mine.

Yeah like AWS2 Said, after 10 days you can call the VA and request (Demand basically) your proposed Rating. Just keep in mind that they aren't technically final, but I haven't really heard of too many people having their ratings changed this far in. I ended up caving and called at the 23rd day...
