So my Ebenefits just said "development letter sent" but I've been waiting for my ratings for almost two months and the status changed from "Pending Decision Approval" back to "Gathering Evidence". Is there something wrong?

Sorry I haven't responded in a while. I only have one and now it has switched back to "Gathering Evidence", has something gone wrong or does that mean it's been sent back to the PEB?
