My EAS updated in MOL on Monday (11 April). Roughly 2 weeks and a couple days after signing my findings (25 March). No notification, no message, just found out by checking my BIR. Outbound Interview populated on the same day. You both should be close.

Outbound interview is done through MOL every time you PCS (or sep/retire). As said earlier, this doesn't appear in MOL until the new EAS is set. MOL outbound interview is where you establish all your PTAD/terminal leave dates.

If the letter states "so and so has been referred to the PEB as unfit for continued military service" then no, that's not actually the PEB's determination. That's the wording the VA uses in the narrative letter.
