Finance should be one the last few steps before final out processing . This is where they make sure all i's are dotted and t's are crossed. Verifying how much(if any) leave ,you cash in and whatnot. If your out date is on the 28th and you get paid once a month you should be getting it sometime...

You can send copies of whatever evidence you want BUT they are still going to request records to verify the content. No way around it unfortunately. But yeah, I would contact the DAV for some help on this maybe a VA rep as well , although VA reps rarely even know about the PDBR to begin with.

I can tell you right now PTSD is in fact non curable . It can be treated and managed but that is about it . treatment is not the same as a cure . A cure implies you will not suffer that which ails you . I say keep fighting it and keep resubmitting evidence .
