My case on ebenefits has moved to preparation for decision. Is this a good indication that I have been found unfit?

I spoke with the head PEBLO at my base and he said that they were told by AFPC at a PEBLO conference that they are not authorized to give out the information. I have spoke with the VA MSC and he keeps referring me back to the PEBLO, saying that they have access to the same information he has.
