    If found unfit for duty, you cannot ignore the PEB decision and choose to continue serving to finish out your 20 - although, you can choose to non-concur with the PEB findings. Without 20 years, you do not qualify for CRDP/concurrent receipt. So yes, you are correct.

If you're asking, "Will the PEB find me fit for duty due to this letter?" - No, a fit finding will not be solely based on this letter (nor will it necessarily result in a fit finding when combined with other evidence).
