My address is correct, and I receive mail from the VA regarding my QTC's but it has often said "development letter" sent. I assume they mean - mailed me a progress update. How can I find these "development letters" online?

I believe I am in the legacy VA rating. Couldn't get rated til discharge. Yes, my initial claim is 2013 with the 2015 completion. My ebenies says it is under review and request 3rd party review. The VA told me that my claim was pushed back, due to the government shutdown. (but I don't believe that).
