My 1st notification came via phone call. They sent their decision to the attorney I listed on the record and he called an acquaintance of mine who called me. I then called the lawyer. I believe they sent him notice via USPS but I don't know for sure. During processing of paperwork with another agency, they were gracious enough to send me a clean copy of the PDF they received from BCNR which contained the full decision and the letter they sent to HQMC.
