Tera Eligible?

I have a unique situation that I'm wondering if anyone else has encountered. When my med board started, mid 2002, Temporary Early Retirement Authority (TERA) was still in play. By the time my med board process was completed, February 2003, Tera had been discontinued. If I am approved for an upgrade to Army medical retirement, I'm going to try to get approved for Concurrent Retirement and VA Disability Pay(CRDP) based on my med board timing. I have no idea where to start my request for CRDP if the PDBR board makes me a happy man.

FTR: I am at the beginning stages of the PDBR process and I know I have a long time to think about this. I received my Docket Number just last month.

 
This is the first time I’ve seen this question. Hopefully @Jason Perry can answer this question.

TERA is/was not a right or entitlement. Not all applications were approved; it provided discretionary authority to the services concerned.

"1993-2001 Temporary Early Retirement Authority

Temporary Early Retirement Authority (TERA) authorized members with over 15, but less than 20 years of total active duty service to apply for early retirement. The opportunity to retire under this TERA program ended in September 2002."

"The FY 2012 National Defense Authorization Act (NDAA), Public Law 112-81
enacted 31 December 2011, authorized the military services to offer early retirement to Service members who have completed at least 15 years of active service. This is a discretionary authority and not an entitlement. The Army has elected to use this limited program as part of a comprehensive force management strategy to shape the force. It does not apply to Service members of the Army National Guard or the U.S. Army Reserve." [This is no longer an active program for the Army.The authority to approve TERA (Army) was terminated on February 28, 2018. ]
