Unfit Notification Question

Do they notify you of the unfit finding prior to sending it to the VA, or do they just send it to the VA and notify you once ratings have come back?

Last update I got was it was with the Presiding Officer and now I got a call from the PEB to come in for a debrief of findings. Does that mean Fit?
