No, for your other claims you'd have to file an appeal after you were out of the service, with a small exception (read: loophole) that my VA MSC clued me in on.
What the VA gives the IPEB and you are "proposed" ratings. You still have a final decision on your ratings approximately 65 days after you separate from the service.
I was diagnosed with Sleep Apnea after my MEB process started. Since the VA doesn't do the sleep studies (at least in my region) they contract you out to private doctors. My VA MSC said to include all my paperwork for my Sleep Apnea with my packet. He looked over what I had and was confident that they would be able to rate me during my final ratings.
I also disagreed with my migraines rating. I was rated at 0%, and the paperwork said "higher evaluation of 10 percent is not warranted unless there are characteristic prostrating attacks averaging one in 2 months over last several months." so I included paperwork that showed my migraine frequency.
Now, the reason this works, is still a little fuzzy to me, but my MSC (who is awesome) said its because the Rhode Island facility (that does the final decisions) wants to get credit for your file. If they defer even 1 item in your package, and send it elsewhere to be closed (more evidence, handling, steps I'm not really sure) then the facility that closes it is going to get all the credit for closing it. His approach was provide enough additional evidence to your claim that you make it possible (even remotely) for them to say yes.
