Will This Bring My Case To A Halt?

I completed MEB phase and my NARSUM was sent out to begin PEB phase 15 days ago, however, last I spoke with my PEBLO they mentioned that my case was flagged.

I was chapter 13'ed (unsatisfactory performance) prior to my MEDBOARD and then field graded article 15'ed (for an FTR and a refusal of a Captain's orders that happened over half a year ago) shortly after my MEDBOARD was approved. The article ended up being suspended until August 04 2026, but I am still flagged for adverse action (suspension of favorable actions).

Does this bring my MEDBOARD process to a halt? Or does the PEB phase continue in parallel to the adverse action flag, suspended article, and chapter process? Will I continue getting updates from PEB regarding my case or will they stop moving forward with my case because of the adverse action flag, suspended article, and chapter? It seems as if my command is trying to make my MEDBOARD process as difficult as possible.
 
The PEB phase continues in parallel to the adverse action flag, suspended article, and chapter process; however, you should have been put on notice that this was a dual processing case by your Commander's responses in Section II of your DA-7652. Were you provided a copy of the DA-7652? I would advise you to actively involve your Office of Soldiers' Counsel ("OSC") attorney in this process, as it seems strange that it was the PEBLO who advised you that you had been flagged. Your OSC attorney should have already picked up on this issue when reviewing your MEB packet with you. Did you consult with the OSC counsel regarding your MEB packet?

I was aware that I had an adverse action flag but was not aware that the flag would affect my MEDBOARD case. I did not see an attorney before signing my NARSUM. My PEBLO was out of the office during our appointment, so I spoke with another PEBLO who went over my NARSUM with me, got my signatures, and provided me with a copy. I assume the following day my original PEBLO forwarded everything to PEB.

From my understanding, when I called for an update on my case she mentioned that the case was flagged, but that it had been sent to PEB and had been received. e also mentioned reaching out to my commander to remove the flag on my soldier profile. She said that they would continue to vote on my case but had no other information on if I had been declared fit or unfit for duty (this is two weeks after signing NARSUM). She mentioned that the flag was "holding back" the case or pose as an "obstacle" in the process.
