The "by the numbers percentage" has nothing to do with it because that's not a real calculation of anything. If you were to take away all the conditions included in that 80%, and rate only the remaining conditions, they would have to still put you at 100%
It's specific to medical separation pay. If your DOD% can be subtracted from your VA% and still leave you at 100%, then you can recieve both. They just exclude the VA% for those specific conditions so your are not being paid for the same thing twice.

Maybe a little longer then. There's a lot of other factors. I had about 30 conditions on my form, plus the timeframe you dbqs get submitted will have an effect as well. I wouldn't worry too much, you're still very close to the end of the process.
