It is not uncommon for the Reserve components to mess up the processing of disability cases. That said, it appears to me you should be going to a MEB and then a PEB where they will determine your eligibility for separation or retirement benefits (sounds to me like you should be retired, though).
You should be asking to be sent to an MEB. That will trigger the referral to the PEB. In the alternative, you can look to try to get put back on orders to get treatment and be processed through a MEB/PEB.
