I did get my final check and severance, but I never got the HHG payment.

I would almost guarantee they missed your message. You get the date before the form. Your date has probably already passed.

Call the personal property customer service line. They specifically told me that if I moved before doing the paperwork that it was on me.

I would be careful. The way I understand it is that you have to file your PPM paperwork prior to moving it or it's out of pocket. Perhaps give your HHG office a shout to verify admin information.
