    I received my proposed ratings back in July, I made a successful written appeal, signed my 199 on 16 October. My very bad MSC called to do an exit interview on 20 October. I log-in to VA.gov and ebenefits, and I only see a pending claim. What is the process to get my VA claim finalized?

    Sir, yes I am. The codes are annotated on Section V of the DA 199, thus referred to, in the Army, as V Codes. V3 is under conditions simulating war. Thanks, it looks as if there will not be withholding.

    Update, I received by successful appeal results and corrected 199 on 2 October - V3/4 Code - knee injury on obstacle course. I signed my 20% DoD / 100% P&T VA 199, and I should be on my way out soon.

    Adding that I did not specifically request a new exam in the rebuttal, as I was able to see my specialist who wrote a 5 page AHLTA note that aligned with the DBQ, and I have supplemental physical therapy records with ROM readings.

    It looks like I have successfully garnered a new C&P exam with my MEB rebuttal. But with the freeze on exams, I now am delayed even further. Would you fight to just use the deficient exam and treatment records to move the case forward, or have a thoroughly delayed case? I am already on 6 months...
