Okay, so I called the PEB office in DC last week and they said that my case had been submitted to the VA for rating, and I called the VA and they said they had rated it, and sent it back to the PEB office. I'm just curious, does this mean that I have been found unfit by the PEB?

That's what it means as far as I know. If they send it to the VA, it means that you were found unfit and now they send it to the VA to be rated. If anyone knows otherwise, please let us know, thanks.
