It DOES NOT mean you are found unfit. The VA rates things that the DoD doesn’t. The only thing that makes you unfit is the MEB/PEB results (if Army see DA PAM 635-40 and AR 40-501). The MEB will make the unfit recommendation, PEBLO will forward to PEB, and PEB will request ratings from the VA...
