Being forced to go through IDES

Hello,

My PEBLO told me having a 100% VA rating is not a good enough reason to go through LDES. I am in the National Guard, was injured on active duty though and LOD's and such. Recently had a spinal fusion surgery and have been struggling with that. Thoughts? I've tried contacting a couple of attorney's.
 
Unless he knows something I don’t, I’m not sure if they can “force” you through IDES. AFAIK I had to sign a waiver, acknowledging I wanted to do IDES over LDES and it was uploaded into LIMDU SMART. Not sure if the process differs elsewhere but that’s how it was done for me in the Navy.
