C & P Exam found a condition not claimed in MEB

As of today, my case was forwarded to the IPEB a week ago.

The QTC doctor found a serious condition with my lungs during the general physical, chest X-Ray portion of my visit. I did not claim any condition relating to this finding and have yet to be diagnosed with anything except this is serious. I was unaware that I had such a serious issue. Since the letter from QTC stating abnormal findings, I have tried to request the MEB hold off on sending my case forward and to add a condition to the MEB and was denied both. I have had X-Rays, CT Scans, Blood Tests, bronchoscopy and have been referred to Pulmonology, Neurology, Dermatology, Rheumatology, and Gastrology and so far the only info is that this is serious from my deferred referred providers outside of the MTF. Any suggestions or information for this forum would be greatly appreciated on how and if I can get this added at a Formal PEB or what to expect from the MEB/PEB process as I am just waiting on the medical providers to figure it out.

All conditions are suppose to be considered by the IPEB. If they fail to consider the new condition appeal to the FPEB. Most importantly, get treatment. Be sure to contact the MSC (VA Rep) and ask him/her to add the new condition to your list of VA contentions.

Chaplaincharlie,

Thank you for your reply, my MSC said I could add an additional new condition after the MEB/PEB and must wait and file in the one year window to add a new claim. I am planning on appealing to the FPEB.

You don't have to wait to add a new condition. Especially if it is one that might be unfitting.

You can add conditions, the policy/regulations were updated on this very issue on or around Dec 2014, and the PEB Attny's should know this as well. Do not wait and file with the VA after you are out of the military...If you are army let me know, I think i have the policy/regulations for adding new conditions that i will try send later as an attachment. Make sure your PEB attny is involved and if you get pushback request what i think is called an IMR (individual medical review) through your peb attny. Give me a couple of days to look around for the information.

I have a similar situation. My PEBLO said I cannot add a new condition during the MEB even though it is clearly unfitting per the C&P examiners description. I was told not to submit a IMR because it would be a waste of time.

There is a list of (fitting) conditions on the NARSUM addendum, but it lists everything but this one condition (the only unfitting one not refered in the MEB). This must be done purposely...

Can you clarify this for everyone who reads these forums... how do you add a "new" condition that has been diagnosed but not listed in your MEB?

I dont think this is hijacking the thread because the answer will kill two birds with one stone. Clearly this is an issue without a clear answer.

I am told to wait until I am out of the military and then claim it through the VA. This does not make sense if it is the only permanent condition.

There are people on this board who have successfully added conditions (I am not one of them). Hopefully one of them will pipe in.

Hi JonPeb,
I am looking for the guidance i had on adding conditions but did not find it yet. My IMR was a waste, have you spoken to your MEB attny on the issue?
