Can LIMDU referral lead directly into an MEB/PEB before the period is over?

Hello all,

I've scoured the internet trying to find an answer to my question, including here on PEB Forum, reddit, google results, DoD/Navy instructions, policies, regulations, everywhere, and have been unable to find a clear answer. My current command is full of incompetent leadership and there's no one there who can help me. Skip to the last paragraph for my actual question.

I'm AD Navy. My PCM called me about two weeks ago to let me know he was writing a narrative summary, and would follow back up with me when it got approved by who I'm assuming is the MTF CO. Now, I already knew the narrative summary as MEB documentation, so I assumed right away he was referring me to an MEB. I later read his note on MHS that repeated that he was writing a NARSUM, which once approved would be entered into LIMDU Smart. That confused me, thinking that LIMDU smart must be a system only for LIMDU actions, but that the NARSUM is something part of an MEB that I thought occurs later on in the process. I've since learned LIMDU smart is not only for tracking LIMDU but also DES referral. Last Friday, he left a voicemail to let me know he submitted me for LIMDU and to talk to the LIMDU office there at the MTF, but did not mention an MEB. I'm in class all this week and will not have the time to go there, and am not able to access LIMDU smart from home to check for any updates.

Last week at work, I was able to read on LIMDU smart what my PCM had written up. I'm pretty sure it was under an "eMEBR" tab. It was very detailed and a few pages long - it did not look like the AMEBR 6100/5 form I've found online. It covered LIMDU specifications and I recall it as extending for a full 12 months and also that he had written I would be unlikely to participate in future PRTs. It included a long, uncomfortably detailed historical summary of not only the referring condition, but 10+ years of psych history as well, directly quoted from my last psych intake note and even his own thoughts as to what my psych diagnosis(es) could be. He had also checked a box that said "Warrants referral to PEB".

This turned into a lot longer of a background story than I meant, so if you've read all this I appreciate it. My actual question is: can being referred to LIMDU lead directly into an MEB/PEB before the LIMDU period is over? Based on what I've read, it seems like LIMDU referrals get reviewed by an MEB and so the logical conclusion would seem that it could. I've looked at others' timelines here and there are plenty who did not do a full LIMDU period before being referred to an MEB. I'm also assuming that the long, detailed report (that is possibly an eMEBR and not just an AMEBR), along with the checked "warrants referral to PEB" box, points strongly that an MEB is coming. There's also the fact that my PCM said he wrote a NARSUM, which I don't think is used in just a LIMDU referral? He's a good doctor and experienced PCM at a Naval clinic, so I don't think he would mix up an actual NARSUM with some other report.
 
(I don't see a way to edit my post) I guess another way to ask this is, did my PCM *only* refer me to be on LIMDU, or did he also refer me to undergo an MEB? Surely the "warrants referral to PEB" and mention of a NARSUM indicates an actual MEB?

I did find this post: NAVY LIMITED DUTY (LIMDU) INFO/GOUGE - PLS PASS ALONG which is old, but does mention "Some Sailors think that they have to go on a period of limited duty before going through IDES. We also try to educate physicians and medical board staff that is a Sailor has a condition that warrant a disability determination, they should convince their doc to refer them into IDES AS SOON AS POSSIBLE." So I guess that kind of answers my original question?

I figured, just the ambiguity is driving me crazy. At first I was so sure it was MEB, then not, then now it's maybe?? probably?? I've been in for 13+ years, and I've loved about 1/2 of it and have gotten a lot from the Navy for sure (and given it back a lot), but I've had so much medical shit pop up in the last year. I'm miserable now. The possibility of getting out is like a light at the end of the tunnel, and I really need that little bit of hope right now to keep going.

My referring condition is listed by name as possibly unfitting per DoD medical retention standards, and though he remained impartial in his description, my PCM's write-up of everything is pretty damning. If I go to MEB, I think I have a good chance of PEB and then to be found unfit. Hoping for disability retirement with this amount of time in, but I'd take separation too at this point.

Just hoping there's someone out there who sees this and can give me a mostly straight answer. Also driving me crazy not being able to get on limdu smart from home. I don't get why it can only be accessed from a gov computer.
 
The straightforward answer is yes- you can be referred to the DES process before any period of LimDu expires—it is within the provider's discretion.

Yes, clearly, is the answer. If you want to see why for yourself, please read below from SECNAV M-1850.1, Ch. 2, Para. 3.:

3. Referral Criteria
a. When the course of further recovery is relatively predictable or within one year of diagnosis, whichever is sooner, medical authorities will refer eligible Service Members into the DES who:
(1) Have one or more medical conditions that may, individually or collectively, prevent the Service Member from reasonably performing the duties of their office, grade, rank, or rating including those duties remaining on a Reserve obligation for more than 1 year after diagnosis.
(2) Have a medical condition that represents an obvious medical risk to the health of the member or to the health or safety of other members.
(3) Have a medical condition that imposes unreasonable requirements on the military to maintain or protect the Service Member.
b. In all cases, competent medical authorities will refer into the DES eligible Service Members who meet the criteria in paragraph 3a of this chapter within one year of diagnosis.

LIMDU Smart accession is intentionally limited to government computers, which is extremely stupid. I called and was told it's by design.

If you ever get an error make sure to type HTTPS:// before you type in edq.med.navy.mil otherwise you'll get some stupid error because the link isn't secure.
