Helping a soldier who is PEB 70% PDRL and 80% VA. They are at a total of 19 yrs 4 months non-regular with 17 of those years as an active technician. They are an E-6 and 57 yrs old. No combat. Saw a clause in the COAR for combat/terrorism.

Would a COAR be appropriate to get them to their 20 yr reserve retirement so they may access CMRP vs now just VA with residual if any? I was specifically wondering if the lack of combat/terrorism would disqualify the possibility of a coar. And which path would be more favorable from a pay check perspective with their age being so close to reserve retirement.

COAR would be appropriate as long as they understand there will be a 2 year gap between when they can get their non regular retirement. I would go that route since he can get VA compensation in the meantime and the only way to net more in the 2 preceding years is by medically retiring and then applying and being approved for CRSC. That is a lot of if's and on top of all of that if found unfit with less than 30% they get put in retired reserves with a 15 year letter meaning they have no chance of getting VA pay and retirement pay concurrently with again the only hope being CRSC will save them and make up the difference.

One more point. I am talking about military side. Not sure on the FERS side if its worth it or not. If he were able to medically retire and sell miltaary time towards FERS retirement that may be better. I just don't know enough about the technician side to give any advice regarding it.
 
Thanks Mr. Provis. And that's a good point on the FERs. Already mentioned FERs disability but not the combining. I'll start that discussion as well.
