Common post DD -214 Sun to move to step 5 rating? Confused since have been proposed since June 2024

Hello, as the title states, reaching out to see if it’s common for my va claim to be at step 5 “rating”, once I turned in my DD-214 despite having a purposed rating since last June? It’s 100% my MEB claim, due to the conditions and everything that are being claimed.

it should be stuck until you get out and the claim finalized. Make sure to upload DD214 to your VA claim as soon as you have it.
 
I used the va chrome extension today and learned I’m in the queue for “preparation for decision”.
