Confused about Potential Rating...PEBLO no help.

Two points:

The rating criteria refers to the VA Schedule for Rating Disabilities (VASRD). You can find the ratings in the link in my signature block, below.

"Stability" for TDRL purposes means that the PEB found that it is likely that over the next five years, a condition will get worse or better to make a difference for rating purposes. So, if your husband's condition is getting worse, this indicates that TDRL was probably the correct outcome. It raises the prospect that at a later PEB, his rating may increase. The rub, as you seems to be correctly concerned about, is accurately documenting the disability after your husband retires. That is why I mentioned knowing the criteria. This will be helpful in documenting the condition in later health care treatment notes and also being aware of the criteria that the TDRL re-evaluation examiner will be looking at. Also, remember that a VA rating and/or Compensation and Pension exam results recorded near in time to his TDRL re-evaluation will be good evidence.

No later than a year after TDRL retirement, I would ensure that he is preparing for his re-evaluation. As that time approaches, I would check back here and let us know any questions. I hope that all goes well!
 
Just thought I'd update everyone.
After accepting his TDRL he was given his date to get out of the Army. He will no longer be active duty as of August 18th of this year. Thankfully he has over two months of leave saved so we start terminal leave in just a few days (June 14th). He went to the VA to start his claim there (he's been diagnosed with sleep apnea now as well) and with all the things he filed on his claim they are saying he will definitely get 60-70%, but the guy is thinking he SHOULD get 80-90%. We'll see, if the VA is anything like the Army I will not hold my breath. I'm just happy for this all to be over with, and he seems a lot less stressed now as well. Things are good...I hope they stay that way! :)
