Confused about separation on the last day of the month and VA pay

My husband will be signing a counseling letter from his command that states:

I UNDERSTAND THAT SHOULD I ELECT TO BE SEPARATED ON THE LAST DAY OF THE MONTH THIS DECISION WILL RESULT IN THE LOSS OF ONE MONTH OF VETERAN'S DISABILITY BENEFITS AND PAYMENTS.

What is the relationship between separating on the last day of the month and loss of one month of VA benefit and pay? If his last active day is 30 November, he is a veteran on 1 December. Shouldn't he start VA compensation on 1 December to 31 December and be paid 1 January (just arbitrary dates and not taking into account holidays). If that is correct, how does he lose one month of VA pay? Can someone please explain?
 
My opinion is they were explaining that you don't get a VA check on Dec. 1st. You get paid for that month on Jan. 1st like you said. There is no "missing" month.

Separating at the end of the month is the wise thing to do to get your check in the shortest amount of time.

Further, his command has no ability to affect the VA payment.
 
VA does not make prorated or partial months payments. So if you separate on the 1st of any month, you do not qualify for VA compensation for that entire month. Had you seperated a day sooner, you would qualify for that months compensation.
 
So if I get out on the 29th of September (yes in four days) what does my time line look like for when I'll receive my severance pay?
