CRSC for only 33 months?

Went to the exit interview. VA MSC said that CRSC is only as long as I was deployed. PEBLO referred me to him for clarification, but I cannot find that in writing anywhere. Is that true?
 
Also, the VA has nothing to do with CRSC besides DOD using their percentages, so I'm confused why they sent you there. It is through DOD, a recoupment of a portion of the retirement you would have recieved had you done 20 years, albeit at the current TIS rate.
